hidek from Mobage, one of the biggest social networking site in Japan, releass Plack::Middlrware for OAuth. I believe this is an extraction out of Mobage's OpenSocial platform, now running on Plack. Kudos to hidek and mobage developers on this!
clkao released Hippie, the WebSocket/Comet/Multipart-XHR middleware on top of Plack. He talked about it and AnyMQ to implement the real-time Web at OSDC.TW.
My regular Plack talk at OSDC.TW with lots of updates and diagrams to compare with Rack/WSGI since OSDC is more about open source communities not only Perl.
Baldur will be talking about Plack and PSGI at the NPW 2010. Hopefully the European air mess due to the Island volcano will be cleared up before the conference.

presque is a small message queue service build on top of redis and Tatsumaki. It’s heavily inspired by RestMQ for the functionalities and resque for the name.
I just shipped Starman 0.2000 to CPAN. This release contains bug fixes from Graham Barr and Patrick Donelan on rare 100% cpu spin loops and a bug in Keep-alive handling on HTTP/1.0, but also has a major incompatible feature: preloading apps.
Hiveminder is an online collaborative todo lists by Best Practical. They are migrating Jifty to run on Plack and now their live server is powered by Starman.
As they promised, uWSGI plugin for PSGI is now open sourced. This plugin embeds the perl interpreter to the uWSGI server. There is also 'uwsgi' (lower case) Plack handler that speaks the uwsgi wire protocol (like SCGI) available on their repository.
