Plack::App::CGIBin now supports execution of CGI

App::CGIBin can now run non-perl CGI scripts, or force execute perl scripts as a non-persistent app.

Plack 0.9945 is out, and Plack::App::CGIBin now supports the execution of non-perl CGI scripts, like normal web servers!
